House Bill 2025 - Sponsored during the 2005 Oregon Legislative Session by the Oregon Health Policy Commission and supported by the Healthy Smiles Coalition (of which ODHA is a member).  The bill unanimously passed out of the Water Committee to the House floor where it proved successful by a vote of 36 - 22 (with stronger bi-partisan support than any other bill that session).   The bill then went to the Senate Environmental and Land Use Committee, chaired by Charlie Ringo - a former Oregon Sierra Club Director.  The bill died in committee without passing to the Senate floor.
