President’s Message
As we move further into winter, I hope this season has allowed you time to stay warm, recharge and enjoy moments with family and friends. February offers meaningful opportunities to elevate oral health awareness within our communities while also advancing our profession through leadership, advocacy, and autonomy. I encourage each of you to think creatively about how you can engage patients, partners and communities this month.
February also serves as a timely reminder that professional autonomy for dental hygienists is a real and growing opportunity in Oregon. I invite you to reflect on how your career could evolve through independent practice or by pursuing the Expanded Practice Dental Hygienist (EPDH) pathway.
February Oral Health Awareness Opportunities
Consider how you might incorporate one or more of these opportunities into patient conversations or community outreach efforts this month.

February 4 — World Cancer Day Educate patients about the oral health implications of cancer treatment including mucositis, xerostomia and increased risk of infection. Early dental involvement and preventive care can significantly improve comfort, oral function and overall outcomes.

February 6 — Give a Kid a Smile Day Help reduce barriers to care for children by offering screenings, sealant education and referrals. Early intervention supports life-long oral health habits and improved access to care.

February 8 — Super Bowl Sunday Use game-day planning as an opportunity to discuss nutrition and beverage choices that contribute to caries and erosion. Encourage healthier snack options and water between sugary drinks.

Autonomy in Oregon: EPDH Snapshot
Expanded Practice Dental Hygienists (EPDHs) are authorized to practice independently in Oregon. EPDHs may provide the full dental hygiene scope of practice, including patient assessments, radiographs, fluoride treatments, local anesthesia, scaling & root planing, temporary restorations and prescribing fluoride. As one of the most forward-thinking states in the nation, Oregon continues to lead the way in advancing dental hygiene autonomy.
ODHA plans to host facilitated discussions with independently practicing EPDHs to provide mentorship, guidance, and practical insight for hygienists interested in this pathway. Please watch for upcoming announcements.
To obtain an Expanded Practice Permit dental hygienist must hold a valid, unrestricted Oregon dental hygiene license, provide proof of current professional liability insurance coverage and provide proof of one of the following:

Completion of at least 2,500 hours of supervised dental hygiene clinical practice, or clinical teaching hours, and completion of 40 hours of continuing education courses chosen by the applicant in clinical dental hygiene or public health sponsored by providers approved by the Board (Pathway 1) OR
-
Completion of a course of study, before or after graduation from a dental hygiene program, that includes 500 hours of dental hygiene practice on limited access patients. (Pathway 2)
Annual Meeting and Continuing Education
Thank you to everyone who attended the ODHA Annual Meeting on January 14, 2026. Your engagement and energy made it an inspiring event. I was personally inspired by Lancette VanGilder, President of the ADHA, and it was an honor to have her speak with our membership.
We were also pleased to welcome several new board members and to re-elect or extend the terms of dedicated returning board members. Their experience and leadership will continue to strengthen our work. For those who were unable to attend, meeting highlights and upcoming continuing education opportunities are available on the ODHA website (www.odha.org).
Our next continuing education course What Remains: Forensic Odontology and the Role of the Dental Professional presented by Danette Ocegueda is scheduled for February 19, 2026. This course will be presented online via Zoom and on-demand as a video recording.
ODHA will host our first New Professionals Symposium on Friday, May 1, 2026 at Chemeketa Community College. This presentations at this event will be intended for dental hygienists in their first few years of practice, but all dental hygienists are welcome to attend. This full day of education and networking is an event you will not want to miss.
Finally, I encourage each of you to look for ways to give back, whether through professional service or within your local community. Volunteering is not only vital to advancing oral health equity; it reflects the heart of who we are as dental hygienists and leaders in our communities.

Updates from Oregon Dental Hygiene Schools
Dental Hygiene Licensure Objective Structured Clinical Examination (DHLOSCE)
The DHLOSCE is a computer-based exam that uses three-dimensional models, clinical cases, & real-world scenarios to fairly & accurately evaluate if candidates have the level of clinical judgement and skills necessary to safely practice dental hygiene. This new clinical board examination will help states move away from requiring live patient or manikin-based clinical board examinations for dental hygiene licensure. The DHLOSCE has been developed by the Joint Commission on National Dental Examinations (JCNDE), the same agency that develops & administers the National Board Dental Hygiene Examination (NBDHE). The DHLOSCE is currently accepted in Arizona, Kentucky & Oregon to meet the licensure requirement for a clinical board examination.
The JCNDE has approved a special offer for graduating dental hygiene students in Oregon, so many of these students are choosing to take the DHLOSCE. These students are able to take the DHLOSCE once at no cost (a $575 savings). If these candidates do attempt the DHLOSCE, they will also receive a $525 refund on their NBDHE for a total savings of $1,1000 for these exams.
ADHA Student Chapter Video Competition
The ADHA’s Student Chapter Video Competition gives dental hygiene students from across the country a platform to show the incredible work they are doing each & every day through their student chapters of ADHA. The students are charged with creating a short, engaging video that treats the viewer like their patients & showcases how dental hygienists play a vital role in prevention, education & patient empowerment. Sponsored by Heartland Dental, this year’s theme “It Starts with You” showcased the power of professional autonomy in dental hygiene. Three winning student chapters received cash prizes & their videos are displayed on ADHA social media.

Welcome to Sheba N. Jones, MSDH, RDH, CHSE, FADHA, the new Dental Hygiene Program Director for Concorde Career College located in northeast Portland.
Sheba is a dental hygiene educator, program leader, & practicing clinical care dental hygienist with nearly 25 years of experience in dentistry. Sheba’s career spans private practice, corporate dentistry, public health, research, & higher education, with a strong focus on developing clinically confident, workforce-ready graduates.
In addition to her academic leadership and many years of clinical practice, Sheba has provided oral health services in a hospital-based, interprofessional collaborative environment, including within a critical care ICU setting. She has also worked in affiliated dental hygiene clinics providing direct preventive oral health services to underserved children. She is passionate about exposing students to the many pathways within dental hygiene practice models, while also shaping the next generation of dental hygienists through strong clinical foundations, professional confidence, and service-minded leadership. Sheba is committed to elevating the profession through public education, advocacy, and workforce development.
Sheba has an MSDH degree from the Fones School of Dental Hygiene at the University of Bridgeport located in Bridgeport, Connecticut. She is currently pursuing an EdD degree in Health Professions Education at A.T. Still University, with scholarly interests in faculty calibration, simulation-based education, and workforce readiness.

On Saturday, January 10th the dental hygiene program at Mount Hood Community College (MHCC) and the dental assisting program at Clackamas Community College (CCC) partnered with the Clackamas Volunteers In Medicine (CVIM) to provide dental hygiene care for the community. This free event was held at CCC’s Harmony campus in their 8 operatory dental assisting lab located on the 3rd floor of the Harmony East building. Everyone enjoyed working together and using their skills to improve the health of the public. These partners will work together to host this event again on Saturday April 18th.

Congratulations to the first class of students in the new dental hygiene program at Rogue Community College who achieved a 100% success rate for the CRDTS Local Anesthesia Examination which they took in December 2025. This clinical board examination includes both a didactic component & a clinical component with a live patient. Congratulations on this great accomplishment!
Seeking Volunteers for Dental Trip to Guatemala
Nuevas Sonrisas is seeking two or three dental hygienists to volunteer for their next service trip to Guatemala scheduled for April 11-19, 2026. Spanish language skills are preferred, but not required.The trip cost is $550 + airfare & financial assistance may be available. Team meetings are held in Portland, Oregon usually 9-11 AM on Saturdays.
Nuevas Sonrisas dental team is made up of American & Guatemalan dental providers, & assistants, educators & other volunteers. Our team is supported by the Santa Catarina Mita Municipality, the local School District & the regional Health Department. Together we plan & carry-out yearly week-long dental clinics & education programs provided in elementary schools.
Our goals are to teach children & parents how to care for their teeth using good dental habits & a healthier diet, & to provide educational resources for teachers to use in their classrooms. Students receive fluoride treatments twice each year, first during our dental clinic visit & later in the year with the help of the local health department workers. During our dental clinics we apply fluoride & sealants, & provide restorative work & extractions when needed.

Are You Working as an EPDH?
The Oregon Dental Hygienists’ Association (ODHA) is compiling a list of dental hygienists who are using their expanded practice permit to provide dental hygiene services to underserved patients in non-traditional settings without the supervision of a dentist.
We would like this list to include all companies that hire EPDHs to provide these services, as well as all EPDHs who are providing these services in-home, with a mobile van or in a fixed location.

Oral Preventive Assistant Legislation
Virginia
House Bill 970 & Senate Bill would create a Preventative Dental Assistant who may perform supragingival scaling & coronal polishing; remove sutures & dressings, place retraction cord, adjust dentures & oral appliances, remove cement from crowns.
Arizona
The passage of Senate Bill 1124 in 2025 created the Oral Preventive Assistant (OPA) in Arizona. This bill was developed & supported by the Arizona Dental Association. The Arizona Dental Hygienists’ Association (AzDHA) strongly opposed this bill & fought hard to add the requirement that OPAs could only be trained through institutions that offer CODA-accredited dental programs.
This year, the AzDHA is advocating against House Bill 2326, which, if passed, would amend the new OPA law to provide educational pathways that do not require OPA training through institutions that offer CODA-accredited dental programs. This bill would allow private, post-secondary institutions that do not offer CODA-accredited programs to offer OPA training.
Washington State
The Washington Dental Hygienists’ Association (WDHA) has advocated against Oral Preventive Assistant (OPA) bills for the last several years. In 2025, House Bill 1680 was introduced in Washington, but did not get a hearing. Senate Bill 6146 was introduced this year and would create an OPA who, with very limited training, would be able to probe & perform oral prophylaxis for “healthy patients.” This bill also includes a provision that would allow internationally trained dentists with five years experience practicing dentistry to apply for examination and licensure as a dental hygienist. The WDHA was ready & prepared to defend the dental hygiene profession. The WDHA & the dental hygiene community mounted strong, unified opposition to this bill that resulted in the bill being removed from the agenda for the Senate Health & Long-Term Care Committee. Congratulations to WDHA on your successful advocacy to oppose this bill!

February Board Meeting
The Oregon Board of Dentistry will meet on Friday, February 27, 2026, at the Board office located at 1500 SW 1st Avenue, Suite 770, Portland, OR 97201 The agenda for this meeting will include a Zoom link for participants who would like to attend virtually. Anyone may participate in the Open Sessions of the Board meeting.
The agenda and public packet for this Board meeting will be posted approximately one week before the meeting on the Board website at www.oregon.gov/dentistry. Scroll down to About Us and click on Meetings. The public packet is usually more than 200 pages in length. We recommend that you review this document online, and only print pages if you need them.

Oregon Wellness Program
The Oregon Wellness Program (OWP) ensures licensees (dentists, registered dental hygienists, and dental therapists) within the state of Oregon have access to mental health support that is non-reported, urgently available, and complimentary. OWP contracts with licensed and credentialed mental health providers, who each have a minimum of five years professional experience providing services to health care professionals. Submit Clinical Case Studies for Journal of Dental Hygiene
The Journal of Dental Hygiene (JDH) is celebrating its 100th year & they are looking for submissions from you. They are especially looking for Clinical Case Studies. Have you navigated a complex patient situation, managed an unusual presentation, or developed a creative approach to a clinical challenge? That's exactly what other practitioners need to see. Case studies don't require large sample sizes or IRB approval—just thoughtful documentation of real-world practice. Never published before? Short Reports are a great entry point to publishing in the Journal. It's a shorter, more focused way to contribute to the profession's body of knowledge without the lift of a full research study.

ADHA Foundation Scholarships provide financial support for students enrolled in associate, baccalaureate & graduate degree programs. Student and professional members of ADHA are eligible to apply for these scholarships. The application cycle for these scholarships is open now and the application deadline is February 28, 2026. National Children's Dental Health Month

February is National Children's Dental Health Month (NCDHM), a national health observance sponsored by the American Dental Association (ADA) to promote the benefits of good oral health.
Every day should be about children's dental health. The ADA offers free materials to celebrate and promote children's dental health. Posters are available for digital download in two designs and two sizes: 8.5 "x11" and 11 "x17". Matching coloring sheets in two designs are offered in 8.5 "x11". All materials are available in English and Spanish.

Dental Assistants Recognition Week, also known as DARW, is designated by the American Dental Assistants Association (ADAA) as the time to acknowledge & recognize dental assistants as valued members of the dental team. DARW is observed each year during the first full week of March to celebrate the commitment & dedication that dental assistants exhibit throughout the year. This year’s celebration will be held March 1-7, 2026.

2026 National Oral Health Conference
The 2026 National Oral Health Conference (NOHC) will be held April 13-15, 2026 in Oklahoma City, Oklahoma with weekend workshops scheduled for April 11-12. Please note that the Exhibit Hall will not be open on Saturday, April 11. On Thursday, a Grand Opening Reception will be held from 11:00 am to 12:30 pm, followed by a Happy Hour from 3:30 pm to 6:30 pm.
